Man pleads guilty to stealing at least $30K in SNAP benefits

PAWTUCKET, R.I. (WPRI) — A Pawtucket man admitted Tuesday to defrauding a Rhode Island government assistance program and the U.S. Treasury out of more than $100,000 combined, according to acting U.S. Attorney Sara Miron Bloom.
Reynaldo Martinez, 32, pleaded guilty to two counts of conspiracy an
d one count each of misuse of a Social Security number and aggravated identity theft.
He admitted to obtaining at least 40 Supplemental Nutrition Assistance Program (SNAP) EBT cards using stolen identities and Social Security numbers.
Prosecutors allege Martinez filed SNAP benefit applications at various Rhode Island Department of Human Services offices using fraudulent driver’s licenses with fake names but his own photo. He reportedly used Social Security numbers belonging to a deceased person, multiple living adults and at least one juvenile. He admitted to securing at least $33,000 in SNAP benefits.
In a second scheme, Martinez admitted to defrauding the U.S. Treasury out of $79,500 by cashing altered checks he made out to himself.
Martinez is set to be sentenced on July 8.
Prosecutors describe Martinez as having a “lengthy record of arrests and convictions for financial fraud” dating back to 2012. In 2017, he pleaded guilty to four counts of aggravated identity theft and multiple fraud charges; he was sentenced to 48 months in prison followed by three years of federal supervised release.
