Former Popular Dry Goods building to undergo renovations for 'mixeduse development'

EL PASO, Texas (KTSM) — The former Popular Dry Goods Company and Fallas Discount Store building, located at the corner of San Antonio Avenue and North Mesa Street in Downtown El Paso, will undergo a redevelopment project into a mixed-use development, according to El Paso County on Wednesday, April
2.
The building was completed in 1918 and designed by the Trost & Trost architecture firm, one of only 27 remaining buildings in Downtown El Paso attributed to the firm, according to the County.
The building was occupied by Popular Dry Goods until 1995 and has a unique New York-style facade.

According to the County, the 107-year-old structure will undergo a $34.7 million redevelopment project to include roughly 100 residential units, 20 percent of those units to be designated as "moderately affordable."
In addition, the building will include retail and community-focused amenities on the ground floor and the basement will be converted into a 65-space parking garage for both residents and visitors, according to the County.

"The redevelopment is expected to generate up to $143,000 in direct benefits to the County and taxpayers and will reflect a broader commitment to revitalize Downtown El Paso," according to the County.
The project is aimed at preserving the architectural integrity and history of the building, along with supporting local businesses, encouraging innovation, and making sure the heart of El Paso remains vibrant, according to the County.
According to the County, in November 2024, the City of El Paso approved a $6.72 million incentive package "with built-in safeguards, including performance milestones, tenant protections, and recapture provisions to ensure public investment delivers lasting community value." ...read more read less
