New documents describe physical condition of man allegedly held captive for decades in Connecticut

WATERBURY, Conn. (WTNH) — Newly obtained documents from investigators have described the condition of the Connecticut man who set his house on fire to escape what he called a captive situation stretching over 20 years.

d locked in a small room for most of his life. In February, he admitted to setting his room on fire to escape the alleged captivity. His stepmom, Kimberly Sullivan, pleaded not guilty last month to multiple charges, including assault and kidnapping.

In an arrest warrant recently obtained by Nexstar's WTNH through the Freedom of Information Act, the lead detective said he interviewed Sullivan's stepson for two hours and described the 32-year-old’s appearance.
“His skin color appears to be graying. His total physical condition resembles one who would be at a point at the end of their life,” according to the warrant. Previously released court documents described the man as standing 5'9" and weighing under 70 pounds.
The warrant goes on to say the alleged victim lit a fire in his room on the second floor on February 17 using a lighter, hand sanitizer, and paper. The man told the detective, “He wanted to kill himself because he 'wanted freedom' as he has been held captive at the residence since he was approximately 11-years-old."
“He was asked why he never attempted to get help and he was told by his step mother that he would never see the light of day if he did,” according to the warrant. “He explained that his stepmother controlled everything in the house and every crumb of food.”
The man also recounted to the investigator what happened shortly after the fire: “Remembered getting downstairs where his stepmother made him go into the bathroom to clean his face. (Redacted) stated that he went into the bathroom and cleaned his face with a towel before the firefighters then came in and helped him outside.”
WTNH learned a soiled towel was taken in as evidence.

WTNH has also learned that 20 years ago, on April 1, 2005, Waterbury police were dispatched to the home to check on the condition of the then 12-year-old boy after receiving a concerning call: “From school children who used to go to school with (redacted)," they said, “something must have happened. That he may have died because he has been out of school for so long.”
The handwritten police incident and offense report said the boy, “appeared to be healthy and happy” and that this was the second time Sullivan had “been bothered by DCF/Police to check the condition of her children.”
As of Wednesday, Sullivan remains under GPS monitoring and will be back in court April 22. She pleaded not guilty to the charges against her.
