OSHKOSH, Wis. (WFRV) – The $197.8 million referendum that would begin the second phase of the Oshkosh Area School District's facilities consolidation plan passed after 50.9% of voters said yes during Tuesday's Spring General Election. The referendum was approved in January by the District's Boa rd of Education, which placed it on the ballot for Tuesday's election.
