'Betrayal': ExGeneva Legion commander charged with grand larceny

GENEVA, N.Y. (WROC) — Former Geneva American Legion Post Commander Dale Henry Mosher has been indicted for grand larceny after prosecutors said he stole more than $100,000 from the organization for more than six years.

Mosher was arrested in the Spring of 2024. However, with the Grand Jury's recent action on the case, First Assistant District Attorney Kelly Wolford said the investigation was a lengthy one to see if the Grand Larceny charge was necessary.
"It has been a very long process," Wolford said. "But we are committed to seeking justice and getting justice for the legion."
Prosecutors said Mosher began taking cash from the Legion accounts in December 2015 until May 2023 — totaling more than $100,000 said to have been taken.
"I can't get into the details necessarily of what it was used for. But it was very clear when we went through the records that it was being used for personal use," Wolford said.
Current Commander AJ Fratto succeeded Mosher in the position. It was in June 2023 when deputies said Fratto contacted them and said he was trying to get records from Mosher, but Mosher was not cooperating.
"There's a lot of love and a lot of tradition there, and when that is stolen… It's not just about dollars and cents. It's not about monetary value. It's about the hearts and souls," Fratto said.Fratto said despite the losses, the legion is staying committed to its mission.
"Times change. People change. Like I said, nobody is getting any younger. At one time, you had thousands of people… you could volunteer for 20 minutes and that could last five years. It's not like that anymore. We depend on a very small group of people, and only two of them are under 40 years old," Fratto said.
Fratto also called the alleged actions of Mosher, "betrayal."
"Nobody under any circumstance wants to believe that their commander… their commander would steal from them… Nobody wants to believe that," Fratto said.
Mosher does face 15 years in prison if convicted on the second-degree grand larceny charge. His arraignment is scheduled for April 17. ...read more read less
