Kansas project aims to turn infrastructure into art

TOPEKA, Kan. (KSNW) — Electrical boxes, fire hydrants, and even trash cans could soon become vibrant expressions of community spirit across Kansas, thanks to a new state initiative blending public art with placemaking.
The Kansas Department of Commerce has introduced the Transformative Art for
Public Spaces (TAPS) grant program, designed to revitalize neglected infrastructure with community-driven art projects. With $150,000 in funding available, TAPS aims to enhance public spaces and create lasting impressions.

“This program is about more than just aesthetics,” Lieutenant Governor and Secretary of Commerce David Toland said in a news release. "Attractive public gathering spots encourage more people to use them, stay longer, and support nearby businesses. These are small investments that will lead to long-term economic benefits.”
Grants between $1,500 and $2,000 will be awarded per project, covering materials, supplies, and artist compensation. Applicants are encouraged to work with local artists, students, and community members to reflect local culture and creativity. Up to five projects may be submitted per applicant.
Qualifying structures include:
Electrical boxes
Fire hydrants
Trash cans
Water utilities
Other small public infrastructures
Murals, business advertisements, live performances, or large-scale installations requiring structural changes are not eligible for funding.
The grant application period is open now through Dec. 5, or until funds run out. Priority will be given to communities that have not received Kansas Department of Commerce funding in the past three years.
“This is an exciting way to celebrate community identity,” Assistant Secretary of Quality Places Matt Godinez said. “We’re eager to see how these creative projects inspire collaboration and strengthen connections among Kansans.”
