WICHITA, Kan. (KSNW) -- A Kansas child sexual exploitation case has ended with four people pleading guilty, including a former Kansas police chief.
Investigators said the four were involved in producing child pornography. The investigation began after a cyber tip about alleged sexual exploitation
of children through electronic devices.

Joel Womochil, the former Burns police chief, faced almost three dozen charges at one point. He resigned as police chief on Aug. 8, 2023, eight days before he was charged.
The other charges were dismissed after he pleaded guilty to two counts of conspiracy to commit sexual exploitation of a child - production of child pornography.
Last week, U.S. District Judge John Broomes sentenced him to 60 years in prison and restitution of $529,050. At Womochil's request, Broomes recommends that he be sent to a federal prison that offers the Sex Offender Management Program.

Denise Renee Sandmann Yoder pleaded guilty to two counts:
Sexual exploitation of a child - production of child pornography, and
Conspiracy to commit sexual exploitation of a child - production of child pornography.
Other counts against her were dismissed. Broomes sentenced her to 60 years and restitution of $189,700.
Jessica Quave
Jessica Lynn Quave pleaded guilty to conspiracy to commit sexual exploitation of a child - production of child pornography. Other counts were dropped.
Broomes sentenced her to 30 years and $166,350 in restitution.
Taylor Mullen
Taylor Mullen pleaded guilty to conspiracy to commit sexual exploitation of a child - production of child pornography. He has not been sentenced yet.
An affidavit alleged Quave and Mullen produced the videos at Womochil’s direction at their home in Council Grove. During a Mirandized interview, Mullen allegedly admitted he knew Quave was sexually abusing the child and that she was recording it with her smartphone. Mullen also admitted to assisting Quave in recording the sexual abuse, according to the affidavit.
In her plea agreement, Sandmann Yoder of Indiana said she met Womochil online and conspired to use a young child to create visual depictions of the child engaged in sexually explicit conduct. She admitted she used her smartphone to produce videos of the child and sent them to Womochil via the internet.
