Man fatally shot by police in JCC Food Lion parking lot

JAMES CITY COUNTY, Va. (WAVY) — A man was shot and killed by police in the parking lot of a Food Lion off of Richmond Road and Olde Towne Road by the Williamsburg Premium Outlets Sunday afternoon, police said.

und 4:55 p.m. in the parking lot of the Food Lion, and the man was pronounced dead at the scene.
A witness, Julius Meeks, said a man fired at police before they returned fire.
"He came to an abrupt stop and he got out and it looked like he had a really big gun of some sort," Meeks said. "I don't know what it was, but then he started shooting at the police officer, and then she started shooting back at him, and he was just on the ground."
Video shared with 10 On Your Side showed what appeared to be two James City County Police officers, with one officer shouting to "put the hands away from the gun," and "put your weapon down," before they fired at the man.
James City County Police said they responded to a report of a fight involving a potentially-armed man around 4:38 p.m. in the 100 block of Delhaven Court, but before officers arrived, the suspect left the scene in a green Nissan truck.
Using Flock technology, officers identified the suspect's vehicle heading toward Olde Towne Road, police said, and two James City County Police patrol officers spotted the truck and followed it into the Food Lion parking lot, where the suspect came to a stop.
When the truck stopped, the man got out of the vehicle with a long rifle and exchanged gunfire with the two responding officers, police said. The suspect was shot by return fire from the officers, and police said they gave lifesaving aid, but the man was pronounced dead at the scene.
There was a heavy police presence throughout Sunday evening, James City County Police said, in order to secure the scene and canvass the surrounding area. They had advised the public to avoid the area, but added there was no ongoing threat to the community.
At the request of James City County Police Chief Mark Jamison, Virginia State Police is investigating the shooting between the man and James City County police officers.
A State Police spokesperson said that because it is still an active scene, agents will be investigating through the night, and that any information about the shooting can only be shared "when it is found not to hinder or jeopardize the investigation."
"Once the investigation is completed, it will be provided to the Commonwealth's Attorney's Office, who will then make a final determination," a State Police spokesperson said.
James City County Police are investigating the domestic-related incident that preceded the shooting involving the man and the two officers.
Both officers have been placed on a non-enforcement, modified assignment pending the completion of the investigation, in accordance with department policy.
"You don't have this type of activity, really, here," said a woman who identified herself as Courtney. "Summertime starting, it's getting warm outside, of course things are starting to happen, but you don't really have officer-involved shootings and things like that around here."
