Dog found tortured to death in Indianapolis; Animal advocates pushing for enforcement

INDIANAPOLIS — The disturbing case of a dog found discarded on the side of the road is raising questions among Indianapolis animal advocates.
Thursday, Lucci’s House Bully Rescue was notified of a deceased dog found on the side of the road.
“He was clearly burnt and tortured, I think,”
said Laurie Collins, an official with Lucci's House Bully Rescue.
"He was dead on the side of the road, 42nd and Flamingo, so off of 42nd and Emerson.”
Ropes and a red blanket were also found with the pit bull. Due to their graphic and unsettling nature, photos of the pit bull have been blurred in the video attached to this story.
The staff at Lucci's House Bully Rescue has been referring to the pit bull as "Valentino."
“There has to be some systemic changes within the laws of our city, but most importantly, Valentino, he deserves a voice,” said Collins.
“The other dogs that have been found, they deserve a voice.”
The group Friends of Indianapolis Dogs Outside, or FIDO, indicated that it is constantly working to take care of some of the neglected strays on the east side of Indianapolis.
In recent weeks, however, FIDO was notified of a sick or injured dog at Brookside Park.
“We had a park director show up at our door and say that she was cleaning up the park for spring and found a deceased dog tethered to their baseball diamond fence,” said FIDO's Darcie Kurtz.
Due to the amount of waste nearby, the organization fears the dog was left for several days before it starved to death.
Kurtz said FIDO finds many dogs in situations like the one at Brookside Park.
“We found a puppy this past winter in an alley in a crate who had died,” said Kurtz.
FIDO and Lucci's House Bully Rescue have resources available for Hoosiers who want to help give dogs a better chance to thrive. Both organizations are also hoping legislation will be passed to help dogs in need in Indiana.
Lucci's House Bully Rescue also wants the City of Indianapolis to investigate Valentino's death. The organization is also encouraging members of the community to speak out when they see animals in need.
“If somebody wouldn't have spoken up or gotten my attention, or I wouldn't have known what to do, that dog would have just disappeared, and there would be no investigation,” said Collins.
