Cash bond set for former Neenah police officer charged with possessing child porn

NEENAH, Wis. (WFRV) - The cash bond has been set for the 22-year-old former Neenah police officer who was fired on Wednesday after being arrested on charges of possessing child porn.
Court records show that Owen Halls, who faces two counts of possessing child porn, had his cash bond set at $20,00
0 in an initial court hearing on Thursday afternoon.

The two charges are Class D felonies, meaning that if convicted, Halls could face up to $100,000 in fines and/or up to 25 years in prison per count.
The charges stem from an investigation by the Kaukauna Police Department in September 2024 when officers spoke to Halls regarding an Internet Crimes Against Children CyberTip that led them to an address where he lived.

Halls is due back in court for further proceedings at 9 a.m. on May 5. He is required to be in court for each eventual date, and is not allowed to possess or use any device capable of using the internet.
