Henrico County to issue ‘request for interest’ for arenaanchored development at Best Products site

HENRICO COUNTY, Va. (WRIC) -- Henrico County plans to issue a "request for interest" for an arena-anchored development at the Best Products site after it reacquires the property from GreenCity developers.
On Thursday, March 27, Henrico County announced that officials plan to issue a formal solicita
tion, known as a "request for interest," in late April for developers to express their interest and vision for an arena-anchored development on property that includes the former Best Products headquarters, located along Interstates 95 and 295.
This comes after GreenCity began a process to transfer the $2.3 million Best Products property back to Henrico County after the parties reportedly "mutually agreed to go in a different direction."
"Henrico is taking these steps for the Best Products site after a development team was unable to complete its purchase of the 93-acre property and deliver its vision for a more than 200-acre mixed-use development known as GreenCity," the county said in a press release.
The county’s repurchase of the land is expected to be completed by April 15, according to officials.
The county said interested parties will have 45 days to respond with submissions for the development once the request for interest is issued.
A committee, which will include representatives of the Henrico Economic Development Authority and Henrico Sports & Entertainment Authority, will then review the proposals before forwarding a recommendation to the Board of Supervisors.
“Henrico County is eager to attract a new partner or partners that are proven, competent and capitalized to deliver on what’s clearly a once-in-a-lifetime development opportunity,” said County Manager John Vithoulkas, in part. “This location – along two major interstates – is perfectly suited for a large arena, and our region is starving for a venue to host major concerts, sporting events and other family entertainment."
Vithoulkas said the county will continue to adhere to principles to protect the interests of county taxpayers in reviewing submissions from the request for interest, which will include a firm schedule for development and key milestones, approved financing for the first phase of construction, as well as the inclusion of full-service hotels and an arena to be financed privately through a community development authority.
