Ward County couple charged with sexual crimes involving adults with cognitive impairments

MINOT, ND (KXNET) — A couple from Ward County has been charged in connection with sex crimes involving adults with cognitive impairments, which allegedly took place at a facility in Minot between April and December 2024.
According to the Office of the Attorney General, the couple, a husband and
wife named Dalton and Amber Hattem, have been charged with Class A felonies for sexual abuse and exploitation after Amber allegedly engaged in sexual acts with two adult patients with severe cognitive impairments. The patients were either unaware of or unable to comprehend the acts.
Amber also allegedly recorded and transmitted videos of her touching herself while on duty inside a patient's room. Dalton allegedly encouraged his wife to perform the acts and send him the videos.
Amber, a former Certified Nurse Assistant at Minot Health and Rehab Center, is charged with two counts of Gross Sexual Imposition (Class A felonies) and one count of Indecent Exposure (Class A misdemeanor). Dalton is charged with two counts of Conspiracy to Commit Gross Sexual Imposition (Class A felonies).

Court records show the pair also faces charges from December for Promoting or directing an obscene sexual performance by a minor, also a Class A felony.
North Dakota Attorney General Drew Wrigley condemned the alleged conduct, and stressed the importance of protecting those who are most vulnerable.“The charges filed against Amber and Dalton Hattem reveal deeply troubling allegations of acts committed against individuals who were under care and unable to protect themselves. These are egregious allegations of troubling violations of human dignity and trust,” Wrigley said. “The State of North Dakota is fully committed to pursuing justice for these victims, and we will continue working closely with our law enforcement partners to ensure accountability.”
If convicted, Amber and Dalton could face significant prison time and mandatory sex offender registration.
