Point Loma residents concerned about proposed apartment building

SAN DIEGO (FOX 5/KUSI) -- Residents in Point Loma continue to voice concerns about a proposed apartment building, saying they believe it could bring increased traffic congestion and safety issues.
The site in question stands at the corner of Talbot and Rosecrans streets on 1004 Rosecrans St., whi
ch is currently the location of a rental car agency focused on luxury vehicles.
Last October, FOX 5/KUSI reported that city records show developer Northstar Homes LP has applied for a building permit to construct a mixed-use residential building on the site.

The proposed structure would be in the coastal overlay zone which is required to adhere to a city law that restricts the height of any building to 30 feet. The apartment building, however, is expected to be four stories tall.
Among other concerns raised by residents in the area is potential impacts on traffic due to families dropping off and picking up students at Cabrillo Elementary School during rush hour.
"The community is upset and enraged about this project that's being proposed over at Talbot and Rosecrans," said Mandy Havlik, Point Loma resident and member of the Peninsula Planning Board. "As you can see, all the traffic coming to and from the base...We're right around the corner from Cabrillo Elementary School."
The building is expected to include 56 units, eight of which are affordable units (three are considered very low-income, two low-income and the other three moderate-income).
"They're going to be 412-[square]-foot apartments subterranean, the rest are going to be $6,000 or $7,000 a month," said Kim Grogen, another resident of the community.
A group is expected to gather at the corner of Talbot and Rosecrans streets Saturday from 8 to 11 a.m. to rally against the proposed development.
