Arvin councilmembers split on allmail special election decision

BAKERSFIELD, Calif. (KGET) -- "Motion fails," said Mayor Olivia Calderon.
Mayor Olivia Calderon and Councilmember Jaime Perez voted in favor, while Mayor Pro Tem Susana Reyes and Councilmember Donny Horton voted against.
Arvin won't see an all-mail special election in August, as the resoluti
on proposed. A proposal that was recommended by city staff and already had $30,000 secured to fund it. Public commenters were quick to point out the result of the vote is a clear example of why a full quorum is needed.
Some attendees, wanted an in-person election.
On the other side, attendees emphasized the urgency to fill that position.
One of them, former mayor and councilmember Tim Tarver, said residents don't understand how critical a fifth councilmember is needed to make decisions behind closed doors.
"They don't know until it's resolved," said Tarver. "That's why I said to the council, 'If you can assure the folks in the community that the city has no urgencies whereas they need five members…' but as you've seen, not one of them did that."

So, what's next?
This doesn't necessarily mean the seat is vacant until November 2026, when regular elections are held.
Councilmember Horton believes waiting a couple more weeks is worth it to bring in-person voting.
"The next resolution that I'm going to put on the agenda next week, or in the next meeting it'll be the same resolution, it'll state a different date," said Councilmember Donny Horton. "It'll state November, I believe it's November 3rd, whatever the first Tuesday is of November 2025."
Though, an in-person election would be more costly.
