Trump's election law changes leave Shelby County uncertain

MEMPHIS, Tenn. -- Although Shelby County does not have any local elections this year, election officials are waiting to see how election law changes by the Trump Administration will play out for the county in 2026.
Election law changes have states in a wait-and-see mode as President Donald Trump
cracks down on who can vote and how they vote.
Mark Luttrell, chairman of the Shelby County Election Commission, says they are also in a holding pattern.
"We at this point don't really know the impact of all of these proposals and we'll be receiving guidance on how to react to it as quickly as we can," said Luttrell.

The president's sweeping election law changes include having documented proof of citizenship to register to vote and eliminating bar codes in vote counting. Luttrell says Shelby County is already doing some of those things.
"Non-citizens cannot vote. How you prove that, it's open. States do it differently in different states," he said. "But it's always been issue barcodes and QR codes. And we'll just have to see specifically what they're calling for in that regard."He says overall, Shelby County has fared much better when compared to other states caught up in litigation over voting procedures. But, Shelby County also has extremely low voter turnout, so we asked if sweeping changes could push those voting numbers even lower.
"What we in the public sector need to be doing to encourage more people to vote.Will this executive order have an impact on that? I don't know. I would hope that any changes we make would be a stimulus for people to vote, or more people to vote and we'll just have to wait and see," said Lutrell.

"Those of us who work elections must do a good job of informing the public the changes that are coming, and then our citizens really have a huge responsibility to be educated voters when they go into the polling place," he said.
It's speculated that some of the election changes by the Trump Administration will also end up being challenged in court. We will keep you updated on what happens. ...read more read less
