Kentucky Senate President recaps 2025 Legislative Session

FRANKFORT, Ky. (ABC 36 NEWS NOW) — Govenor Andy Beshear has signed a number of bills and vetoed others.
One of the bills he has vetoed is House Bill 90. The Republican-backed bill aims to clarify in which situations doctors can perform an abortion.
In his veto message, Beshear says the bill wou
ld do the opposite of clarify and could potentially harm women facing a crisis during their pregnancy.
Senate President Robert Stivers says otherwise.
“This does give clarity, but some of our colleagues wanted to keep it as a political issue,” he said.
A controversial topic in more states than just Kentucky: the dismantling of the Department of Education.
Governor Beshear has spoken about his support for the department. He says getting rid of it would harm teachers and students.
Stivers says the states should have the right to dictate that policy.
“I think you go back to the frameworks of our constitution, that was our role,” he said.
House Bill 495 also faced a veto from the governor. The bill involves both Medicaid and transgender healthcare services.
On social media platform X, Beshear says he was not going to sign a bill overturning protections on the transgender community.
Meanwhile, Stivers says Medicaid funds should not be going toward this type of healthcare.
“Is that something that the taxpayer should be paying for,” Stivers asked. “A private sector person can’t get that unless they get some type of rider.”
The 2025 Legislative Session wraps this Friday.
