EL PASO, Texas (KTSM) — A 29-year-old man was arrested this past Sunday, March 23, for driving while intoxicated after running a red light in Horizon City, according to the Horizon City Police Department. Police say just before 1 a.m. that Sunday, they conducted a traffic stop at the 14600 bloc k of Horizon after officers observed the vehicle failed to stop at a red light. Officers then determined the driver, Victor Manuel Contreras, 29, showed signs of intoxication and was arrested on suspicion of driving while intoxicated, police said.
