Concord Township trustees reject changes to noise resolution

Concord Township’s trustees have voted down changes to the township’s noise resolution that would have extended hours on Sunday mornings when certain noise-causing activities are banned.
The township’s current noise resolution remains in place. Activities like the loading or unloading of mater
ials, construction, the use of loudspeakers or public address systems, work on vehicles and the use of domestic power tools are banned before 7 or 8 a.m. throughout the week. Many of the prohibitions apply when the noise crosses a residential property line.
The resolution that the trustees unanimously rejected on March 19 would have extended those hours to 9 a.m. on Sunday for the use of domestic power tools and 10 a.m. on Sunday for the other activities.
Trustee Carl Dondorfer described the current system as “reasonable” and expressed concerns that residents would be inconvenienced by the proposed changes.
“During certain periods of time, people like to get their things, their chores done earlier, things around the house,” Dondorfer said. “It gets warmer earlier in the summer, people have things going on, especially on a weekend or a Sunday.”
“I know there’s occurrences that happen where there might be a certain project that’s not something that happens all the time that can be somewhat offensive if it’s early in the morning on a Sunday when people are sleeping in, but I think those occurrences probably are few and far between,” he added later.
Trustee Morgan McIntosh said that there had been “a lot of complaints” and described the proposed changes as “a good-faith effort,” though he added that most of the feedback “by far” was against the proposed changes.
“I looked at it and thought that the legislation was quite expansive in comparison to what we have, and I looked at trying to thin it down maybe a little bit, could we take some things out and make it, and it just seemed like that was no way to do that, that as proposed, the new one was very restrictive and robust, and I just felt that wasn’t really Concord Township right now,” he said.
Trustee Amy Lucci agreed that the changes were too restrictive.
“Most of the feedback was, ‘It’s not really broken, why are we going to fix it?’ ” Lucci said. “And I think, especially in the summer, we don’t get many nice days where we can get out early and do our lawn, and we want to go enjoy the rest of our weekend.
“And I felt for some of the businesses too,” she added. “Landscapers have to get their work done. If it’s a bad week during the week and all they have is one day to get all of their work done, it kind of doesn’t give them much opportunity.”
The proposed changes were introduced at the trustees’ Feb. 5 meeting. The trustees tabled a vote on Feb. 19 after residents expressed objections to the changes. ...read more read less
