Louisiana man accused of drugging, sexually assaulting female victim

MONROE, La. (KTVE/KARD) -- On August 25, 2024, at 10:44 AM, officers of the Monroe Police Department began investigating a sexual assault that allegedly occurred on Grayling Lane. Authorities conta
cted the female victim who advised them that she was picked up in West Monroe, La. by her friend, Jay Q. Maxwell, and a male friend of his.
According to court documents, the three subjects traveled to Grayling Lane in Monroe and Maxwell allegedly gave the victim alcohol to drink. After the victim consumed the alcohol, she reportedly began to hurt and lose consciousness. According to authorities, the victim could not recall the events that occurred immediately after she began to lose consciousness.

On the morning of August 25, 2024, the victim was reportedly awakened by Maxwell who was allegedly sexually assaulting her. Although the victim told Maxwell to stop the assault, he allegedly ignored her comments and continued.
The victim was transported to a nearby hospital and examined by medical officials. On October 16, 2024, authorities learned that the victim had Amphetamine, Methamphetamine, Benzoylecgonine, and THC-COOH in her toxicology sample.
According to authorities, an arrest warrant was obtained for Maxwell and he was arrested on March 20, 2025. He was charged with First-Degree Rape.
Maxwell is scheduled to appear in the Fourth Judicial District Court on Friday, March 21, 2025.
