Josh Stein signs extradition warrant for man accused of killing teen at Waffle House in North Carolina

LAURINBURG, N.C. (WBTW) — North Carolina Gov. Josh Stein has signed an extradition warrant for the suspect in a deadly September shooting at a Laurinburg Waffle House, according to Laurinburg police.
Florwer Carlin Lizano was captured in Portsmouth, Virginia, in January, but refused to waive hi
s extradition to North Carolina, where he faces a murder charge in the killing of Burlie Dawson Locklear, 18, at the restaurant on Scotland Crossing Drive.
Laurinburg Assistant Police Chief Chris Young said after Lizano's arrest that the extradition process could be 45 to 90 days. It's still unclear when he will be returned to Scotland County.
The shooting happened at about 12:40 a.m. on Sept. 13. Police said Lizano entered the business and ordered food. While it was being prepared, he became agitated and verbally abusive toward employees.
After getting the food, police said Lizano walked toward the parking lot, turned around and fired two shots in the direction of the business, hitting Locklear, who died later at Scotland Memorial Hospital. ...read more read less
