TYBEE ISLAND, Ga. (WSAV) - Tybee Island council members received an email from Mayor Brian West on Friday, notifying them that the Office of Legislative Counsel is drafting legislation to change how election winners are determined.
West took his concerns to the capitol after islanders raised ques
tions about the voting system. The city uses a plurality system, meaning instead of individual races, voters pick from a pool of candidates and the people who get the most votes get the open seats.
“Under that system, they might not get a majority of the voters on the island voting for them,” West said. “So, if you have like in our last election, you have nine people running for three seats. the three top people win. but in most a lot of cases, there were so many voters that they didn't get the majority of the island selecting them because the voters were split.”
Lawmakers urged West to make changes that would better serve the voters.
“In a lot of cities that that have had it have moved from it into a majority system,” said West. “A majority system, we would have a different post. If someone came in to run, they would pick a post they want to run for, and the post would be for the whole city. “
Councilmember Kathryn Williams told WSAV she was blindsided by the email.
She said in a statement:
“I believe that releasing a major announcement on the Friday afternoon of a holiday weekend is not in keeping with open and transparent government. Citizens expect us to follow our normal process and procedures when addressing matters as important as amending our charter. In fact, council just went through this process when we voted to approve a resolution to go to our local delegation regarding the appointment of the mayor pro tem. The secrecy and timing of this announcement are troubling to me both as a member of council and as a citizen. West told WSAV, “It's just a matter of, you know, which would you rather be voted by, voted in by a majority of the people voting for you or by a system that we currently have that a minority of the people vote for you and get you in office?”
Public hearings on the proposed changes will be held on Thursday at 11 a.m. and 6 p.m. at the Tybee Island Guard House. ...read more read less
