Lawmakers vote to increase fee for drivers who pass stopped school buses

BISMARCK, ND (KXNET) — When children are picked up in the morning or dropped off after school, they sometimes face a dangerous situation when drivers decide to pass the bus without stopping.
School buses are equipped with flashing lights and stop signs, but that doesn't always deter drivers fro
m breaking the law.
A new House Bill aims to raise the penalty for drivers who commit moving violations from $100 to $250 for their first offense.
House Bill 1294 was introduced by Representative Anna Novak and others, due to a concern about children having to be picked up and get off school buses on highways where cars travel at quick speeds. Legislators initially looked to raise the fee to $500, but reduced it to $250 after the hearings.

Novak said that this won't fix the problem by itself, but she hopes the increased penalty deters drivers from breaking the law. She says the fine is at least $500 in South Dakota, Montana, and Minnesota, and people may also face jailtime in some of those states.
"I mean when you think about that, I mean, and just the idea of somebody passing a stopped school bus going 60 miles an hour and a kid crossing," said Rep. Novak (R-Hazen). "You know, their brains just don't, they're not as quick as we are and so it's like, they might be looking that way, but they're not looking behind the bus and where it would go."
Novak said her hope is to require school buses to have cameras installed in order to identify people who break the moving law. However, she has not yet found a way to fund this.
The bill passed the House 80-9 and the Senate 45-2.
