Rockville neighbors band together out of concern for dogs' welfare

MONTGOMERY COUNTY, Md. (DC News Now) -- Veterinarians are caring for several dogs that Rockville City Police Department (RCPD) and Montgomery County Animal Control removed from a home on Scott Avenue last week.
The removal took place after neighbors banded together out of concern for the animals
’ welfare.
Chelsa Rubin lives next to the home where the dogs lived. She and others have been worried that the animals have been mistreated for years. Together, they did something about it.
“This is beyond abuse,” Rubin said. “This is like the crazy stuff you would think of as a worst-case scenario, and it’s all been happening right here.”
Rubin has filed numerous complaints against her neighbor since 2023. She says his animals have been subjected to extremely poor conditions in their home, and occasionally, they get loose.
“Anytime a dog gets out of that house, the first place that dog runs is to my front door," she said.
That was the case last Tuesday.
“The emaciated brown dog, Daisy, came to my door. Before I had a chance, he approached with the leash, shoved it around her neck, and started dragging her back," Rubin explained.

Rubin says that was the final straw. She filed a police report and posted details about the situation on the neighborhood network app Nextdoor.
“If I did not get my community behind my back to save this poor dog, she was going to die any day," she said.
After Rubin’s plea for help, community members came together to file several complaints to the police.
“By Friday, we got animal control from Rockville; we had Rockville Police, Montgomery County Animal Control, Montgomery County Police, a search warrant signed by the judge and the dogs were all saved on Friday," Rubin added.
Rubin said five dogs were removed from the house Friday. DC News Now went to the home where the dogs lived, but no one answered the door.
