Monroe Police arrest 2 dog owners in connection to animal cruelty case

MONROE, N.C. – Monroe Police have arrested two dog owners in connection to an animal cruelty case from last week. Detectives arrested 25-year-old Octavion Jamal Harrell of Monroe and 26-year-old Da’najah Mary Horne of Monroe on January 24th and charged them with felony cruelty to animals and misdemeanor abandonment of animals.
Both Harrell and Horne were booked into the Union County Detention Center but have since been released.
On Friday, January 17th, Monroe police officers responded to an animal service call on W. Franklin Street. They found a severely neglected dog had been discarded in a dog crate behind a dumpster of the Dollar General store. The dog was a small brown and black shepherd mix with a bright orange collar.
Officers say they immediately contacted a rescue organization to get medical attention for the dog, but the animal died before any treatment could be administered.
