A man died Saturday night after being restrained by a bar security guard and patron and then two San Diego police officers outside a bar in the Gaslamp Quarter, a sheriff’s official said. Authorities allege the man had been involved in some sort of disturbance inside the bar and bit a security guard on the arm before struggling with officers who handcuffed him and restrained his legs. By the time medics arrived, the man was unresponsive and had no pulse, San Diego sheriff’s Lt. Michael Krugh, whose office is investigating the in-custody death, said in a statement. It happened around 8:15 p.m. at Star Bar on E Street near Fourth Avenue, where police were told the man had been removed from the establishment by security, Krugh said. When a police officer arrived about three minutes later, the security guard and another person were restraining the man on the ground as he allegedly continued to struggle. The officer quickly handcuffed the man and then called for medics and additional officers as the man allegedly continued to struggle, according to Krugh. A second officer arrived a short time later and “(helped) manage the situation by securing the man’s legs.” Medics arrived a short time, discovered the man had no pulse and began attempting life-saving treatment, Krugh said in the statement. He was later pronounced dead at a hospital. Krugh said the two officers involved in the incident have both worked for the San Diego Police Department for more than four years and are assigned to the Central Division’s patrol unit. Their names were not released. The name of the man who died also has not been released. The county Sheriff’s Office is investigating the death, as is protocol under the terms of a countywide memorandum aimed at ensuring that law enforcement agencies don’t investigate shootings and in-custody deaths involving their own personnel.
