Crews arriving on the scene found 5 people were able to rescue themselves and walk to shore.
Nearly an hour later, Crews were called to East Lake Okoboji for a second ATV that had gone into the water.
Officials say a bystander used his coat as a rope to rescue the two victims.
Following these reports, First responders are offering safety tips for those who want to go out on the ice for the Winter Games.
In a Facebook post, the agency says there is great ice around the area, but open seams and open areas remain in several places.
Those using machinery should use extra caution.
Specifically, the department reports an open seam on East Lake from Bridges Bay across the lake, and West Lake from Pillsbury to Ft. Dodge Point.

The winter games run through Sunday.
