RICHMOND, Va. (WRIC) -- The Virginia Department of Health's Office of Drinking Water learned of the power outage at Richmond's water treatment plant -- which resulted in a malfunction and the subsequent water crisis -- nearly nine hours afterward. Here is a timeline of events that occurred on Monday, Jan. 6: Before 6 a.m., Richmond's water treatment plant lost power, causing a malfunction, according to city officials. At about 7 a.m., an electrician manually switched the power source. At about "mid-morning," Mayor Danny Avula was reportedly informed of the situation. At 1 p.m., a formal briefing was held by city officials. At about 2:40 p.m., the Virginia Department of Health's Office of Drinking Water began receiving reports of low water pressure and no water pressure from customers of the City of Richmond. Department staff contacted operators at the water treatment plant and learned of the malfunction. "Later that afternoon," the department's drinking water team visited the plant and remained there. At around 4:30 p.m., the City of Richmond issued an immediate boil water advisory and encouraged limiting water usage. 8News confirmed that the Virginia Department of Health was not notified by staff at the plant of the known malfunction until the department contacted the plant. The department was initially informed of a possible disruption from customers of the City of Richmond who reported low water pressure or no water at all. According to the Office of Drinking Water, its staff learned of the outage and malfunction at least eight hours and 40 minutes after it occurred. 8News has reached out to the City of Richmond to learn more about its policies concerning contacting the Virginia Department of Health in such emergencies.
