Popular North County pickleball facility forced to operate at 25% capacity over noise, permit issues

ENCINITAS, Calif. (FOX 5/KUSI) — Dozens of North County pickleball players flooded an Encinitas City Council meeting Wednesday night advocating for their local facility. Bobby Riggs Racket and Paddle Club has recently faced violations for both noise and permits and it’s now affecting the athlete’s ability to play.
Bobby Riggs is typically bustling with activity on any given day.
"When you step in, it’s so exciting and full of life and everyone’s out doing exercise," said coach Brittany McNevin.
However, for now court availability has been limited to 25% by the city. Encinitas officials say Bobby Riggs needs to modify its permitting since the property once housed seven tennis courts and now features 22 pickleball courts. The facility was also fined for excessive noise after several complaints.

Pickleball players came to council chambers asking city leaders to work with them on a solution because of how important this space is to them.
"At Bobby Riggs, when you walk through those gates, it’s total inclusion," said Kevin Niems.
Council also heard from those community members living nearby.
One man called the sound "absolutely unbearable" saying it's more than 100 people playing at any one time from eight in the morning until nine at night.
The owner of Bobby Rigs, Steve Dawson, has put forward a plan for many mitigation measures including no music on a majority of the courts, quiet play paddles, and a soundproof barrier wall. But all that will take time and money, which he says would be impossible if not open at full capacity.
The city is working with Dawson on the permit needs and meeting with them this week, however they say the noise citations will continue if the city noise ordinance is not followed.
