How could a charging device lead to a massive fire? Tech expert explains

ROCHESTER, N.Y. (WROC) — First responders said it was a smoking "portable charging device" that sparked a massive fire in the Village of Ovid Tuesday night. Dozens lost their homes, jobs, and multiple buildings were demolished.

Deputies said the device was plugged into an electrical outlet. Inside devices like a portable charger or AC adapter are lithium-ion batteries. While we don't know if the device involved in the fire was damaged, one business owner says several things can cause these battery packs to malfunction and lead to a fire or explosion.
"There's not really any fail safes in the battery packs," American Computer Services Owner Ernie Magar told News 8. "If they're punctured, they can go right up. Water will not put them out."
Magar said there are multiple other reasons that the batteries inside these chargers can go haywire.
"Usually, it's going to be a physical defect," Magar said. "Whether it drops, anything like that. Something going through it. When you purchase batteries, it's all hit or miss."
The sparking charging device resulted in that devastating fire and was said to be plugged into an electrical outlet inside one of the apartments on Main Street. The fire quickly engulfed and later demolished nearly all of the neighboring businesses and apartments.

"As we all know, the fire spread quickly and has resulted in devastating loss," Seneca County Sheriff Timothy Thompson said.
"The building construction itself posed great challenges," Ovid Fire Chief Timothy Westlake said. "The age of the structures, their design, it all added to the fire spread, then you throw the winds on top of that, and that's why we ended up where we ended up."
Magar shared his reaction to what happened in Ovid.
"It doesn't surprise me on how it could go up like that," he said. "The fact that it just did, I've never heard of it from a portable battery pack. I mean, obviously electric cars, stuff like that, sure, but you figure, you've got something that you keep in your pocket. Why wouldn't it be safe?"
Magar added that storing the chargers in the right temperature is also essential. And if you ever do have a damaged battery, to put it in a bucket of sand as opposed to water. The Main Street area in the Village of Ovid remains closed as crews pick up the debris and the American Red Cross is helping those displaced.
