Video from 2024 shows Terry Sands walking out of the DeKalb County Courthouse DEKALB COUNTY, Ind. (WANE) - The man accused of hitting and killing an Indiana State Trooper with his car in 2023 pleaded guilty nearly two years later to some of the charges he faces. Terry Sands II pleaded guilty to resisting law enforcement, a Level 2 felony, and aggravated battery, a Level 3 felony, according to DeKalb Superior Court documents filed Jan. 17. Those are some of the lesser charges; Sands was also charged with murder and driving with a controlled substance causing death. On March 3, 2023, Master Trooper James Bailey was placing stop sticks on Interstate 69 to deter Sands when the speeding driver crashed into him. Sands claimed he was only driving 70 mph and Bailey ran out in front of him, but according to court documents, multiple witnesses said Sands was going between 80 and 90 mph and drove straight at the trooper. Sands also admitted to police he smoked marijuana within an hour of the crash and was on his way to buy more in Michigan. His sentencing is scheduled for Feb. 27 at 10 a.m. He faces between 10 and 46 years in prison. As a tribute to Bailey, a portion of I-69 from CR 11A to SR 8 was renamed “Master Trooper James R. Bailey Memorial Highway.”
