LOGANSPORT, Ind. — The Logansport Police Department placed one of its officers on administrative leave on Sunday. According to a press release, the officer is implicated in an ongoing child neglect case. A law enforcement source with knowledge of the situation told FOX59 and CBS4's Angela Ganote that a child in the officer's care was forced to stand outside with a sign that read "I want to stab and kill my brother, I even take an antipsychotic. The same source also told FOX59/CBS4 that LPD has asked Indiana State Police to assist with the investigation. "The public's trust is of paramount importance to us, and we take any allegations of misconduct very seriously," LPD Chief Travis Yike said via release. "We are committed to maintaining the integrity of our department, and we will ensure a full and transparent process as we review the circumstances surrounding this incident." Rebecca Gibbs said she was the first person to make LPD aware of the incident. In an interview with FOX59 and CBS4's Max Lewis, Gibbs said she called the department and requested officers come start an investigation. Gibbs added that she knew the child's guardian was an LPD officer, and she specifically requested somebody else come to the scene. Gibbs said the child's guardian was still the first officer to arrive at the scene. "I told him right off the bat, 'I do not want to speak with you," Gibbs said of her conversation with the child's guardian. "In other words, you are a POS. Your daughter is out here in the freezing cold. You're humiliating (this child). Get me another officer here." Gibbs indicated that the child's other guardian was watching the incident through the window of the officer's residence. Gibbs also said police initially told her nothing criminal was going on at the residence and that it was not necessary to make a report. "He wouldn't let me make a report," Gibbs said. "He said 'There's nothing here illegal going on. You cannot make a report.'" Gibbs indicated that the child was wearing Crocs while they were standing outside holding the sign. Gibbs said she also offered the child a blanket during the incident. "That baby was in Crocs," Gibbs said. "(They were) wearing Crocs. (They weren't) even wearing a pair of boots. It was horrible. I was looking in my car actually, I went to my trunk and looking for a blanket to put over her. I tried to get her to go into the car and warm up, but she was so scared. She was like 'Please don't, I don't want to get in trouble.' It was horrible. I wouldn't let my dog sit out for an hour, let alone my child." As of this article's publication, little additional information on the incident had been made available. LPD indicated that it will provide updates on the situation as its investigation continues.
