One arrested, 3 wanted in Tangipahoa copper theft case

TANGIPAHOA PARISH, La. (WGNO) — One person has been arrested and three more are wanted following copper wire thefts that occurred in Tangipahoa Parish.
According to the Tangipahoa Parish Sheriff's Office, 24 AT&T wire thefts were reported in the area of Highway 22 and Old Covington Highway beginning Aug. 5, 2024, and spanning through Jan. 13.
On Sept. 11, 2024, during Hurricane Francine, detectives noticed two men in a wood line off of Highway 22 near Ponchatoula High School allegedly loading stolen copper into a truck. When deputies tried to engage with them, they reportedly fled in the truck before bailing from the vehicle and escaping on foot.

53-year-old Stacy Warren Carpenter, of Ponchatoula, and 45-year-old Kevin Allen Stevens, of Hammond, were both identified as suspects in that case and two other copper theft cases.
Stevens' home, where 52-year-old Sandie Albin, of Hammond, and 61-year-old Huey Edwards, of Hammond, also live, was searched. In the home, deputies say they found over a dozen guns, drugs and evidence of bulk copper wire thefts that were in various stages of being broken down.
Carpenter was later found and booked on Jan. 10. He faces the following charges:
Two counts of felony theft.
Three counts of illegal possession of stolen things (felony.)
Resisting an officer (flight on foot).
Criminal conspiracy to commit felony theft.
An additional charge of illegal possession of stolen things (felony.)

Stevens, Albi and Edwards remain wanted.
Stevens is wanted "for almost two dozen charges similar to Carpenter, but also one count of convicted felon in possession of a firearm, one count of looting and one count of communication interference."
Albin is wanted for one count of criminal conspiracy to commit felony theft and one count of failure to appear. Edwards is wanted for "similar theft charges," but also on 13 counts of felon in possession of a firearm.

AT&T reports that each individual cut of wire, not including the cost of each individual theft, costs around $35,000. The thefts have been known to disrupt cell and internet services for thousands of residents.

Similar crimes are being reported, and officials say more arrests are expected as suspects are identified. Fiber optic cables and wiring have also been stolen directly from homes.
