TOPEKA (KSNT) - The Kansas Bureau of Investigation (KBI) is investigating an officer-involved shooting that took place Friday night in Topeka. The KBI reports that a Topeka police officer made contact with a man riding a bicycle around 9 p.m. on Jan. 17 in an alley near 21st Street and Southwest Buchanan Street. The shooting victim was later identified as Joseph L. Pham-Gardner, a 37-year-old Topeka man. After the officer returned to his vehicle to check on Pham-Gardner's information, he allegedly fled from the scene on his bike and the officer proceeded to pursue him on foot, giving commands to stop. Once the officer reached Pham-Gardner, a struggle occurred and the man allegedly threatened to shoot the officer. The KBI reports that, during the confrontation, the officer fired multiple times, striking Pham-Gardner. Law enforcement from various agencies, including a K-9 officer from the Shawnee County Sheriff's Office, were also deployed. No law enforcement officers were injured during this incident. Driver busted going 165 mph in Kansas by state troopers in biggest speeding violation of 2024 The KBI was requested by the Topeka Police Department around 9:10 p.m. on Jan. 17 and they responded to the scene along with its Crime Scene Response Team. The injured Pham-Gardner was transported to an area hospital by EMS and later taken to a Kansas City hospital for surgery. At this time, his injuries are not suspected to be life-threatening. Law enforcement recovered a firearm from the scene that was found near Pham-Gardner. This officer-involved shooting is still under investigation.
