MEMPHIS, Tenn. — Shelby County filed an appeal Friday afternoon in the ouster case against embattled City Clerk Wanda Halbert. A Shelby County attorney filed an appeal after a court judge denied the county's request for a default judgment earlier this week. That would have meant a judgment in favor of the county, and typically is granted after a defendant fails to appear to court. A judge in November dismissed a second attempt to oust the Shelby County Clerk. Judge dismisses second ouster against Wanda Halbert The county has already tried two other times to remove Halbert. Courts dismissed two other cases. Shelby County, in each attempt, alleged Halbert had a history of neglecting or failing to perform her duties as shelby county clerk. In a separate attempt, the county cited inaccurate and untimely financial reporting. We have heard back from the Shelby County attorney's office. They say they do not comment on active litigation. As for Halbert's office, we are waiting to hear back. The appeal happened the same time as people report long wait times to WREG at the downtown city clerk's office. By Friday afternoon, the lines were resuming normal after kiosks at a driver's service center were fixed. But people we spoke with say while they have waited in some cases for hours. They say it's time the county looks at solutions rather than pointing fingers. One person said, "You know maybe try to figure out ways to support and enhance the opportunities versus just trying to figure out ways to throw somebody away. I mean this person definitely has been with the citizens." Greg Hatcher of Midtown said, "Something is up with Ms. Halbert. I don't know, I don't know what to say about that, you know for me sometimes things don't pass the smell test, so there's that, but I think it will all come out."
