OAKLAND, Calif. (KRON) -- Federal law enforcement officials held a news conference Friday morning to release details about a grand jury indictment of Oakland's former mayor, Sheng Thao. A grand jury indicted Thao; her boyfriend, Andre Jones; and two businessmen, David Trung Duong and his son, Andy Hung Duong, for bribery, mail fraud, and wire fraud. Thao was recalled by voters in the November 2024 election and she blamed the fallout on a high-level rightwing conspiracy bent on removing her from power. An Oakland home where Thao lives with Jones was raided by the FBI last June. For months, FBI officials were tight-lipped about their investigation. Thao vehemently defended her innocence and repeatedly denied that she was the subject of the FBI's investigation. On Friday, mystery surrounding the investigation lifted when the grand jury's indictment was unsealed. Federal investigators said Thao used her two years in office to devise a pay-to-play scheme that enriched herself and her boyfriend. "The public needs to know it can trust those in charge of City Hall to work for the best interests for the people of Oakland. This public trust is broken when elected officials agree to a pay-to-play system," said Patrick D. Robbins, assistant U.S. Attorney for the Northern District of California. The Duong family owns several businesses in Oakland, including a real estate company and the city's recycling service. They allegedly funneled money to Thao and Jones by setting up a bogus "no-show" job for Jones, Robbins said. Investigators said David Trung Duong and Andy Hung Duong paid Jones $95,000 "disguised as wages for a no-show job," and made promises to send the couple additional payments. "The conspiracy began around October 2022, before the November 2022 Oakland mayoral election," Robbins said. The indictment describes a conspiracy in which the mayor and her boyfriend used bribes, mail fraud, wire fraud, and other illegal practices to manipulate and influence City Hall. Robbins said Thao made the following secret agreements as mayor: She agreed to have the city purchase housing units owned by one of the Duong family's companies. She ensured a contract extension for recycling services that the city has with one of the Duong family's companies. She used her political influence as mayor to appoint a high level city official who would benefit the Duongs' business interests. This is a developing story. Stick with KRON4 for updates.
