SIOUX FALLS, S.D. (KELO) – Even before the 2025 session began, multiple South Dakota public school boards were already discussing a resolution opposing House Bill 1020. The measure would make Education Savings Accounts available to parents to pay for homeschooling supplies or private schools. The so-called school voucher bill was on this week's agenda in Sioux Falls. Riverline District far from a public vote "Who is promoting this? Because we're elected officials here on the board and have any you received any type of communication from people that are supportive of this? Have we heard from any mayors? Have we heard from any city councilors? County commissioners, heads of chambers of commerce?" Sioux Falls school board member Nan Kelly said on Monday night. The South Dakota Public Schools Coalition says public education is already struggling to keep up with inflation costs, and Noem's proposal to allocate 4 million dollars to fund $3,000 vouchers for select students is a misguided use of resources. Brookings Superintendant Summer Schultz worries the initial amount could increase. "It's 4 million to start, but that's to start. And the governor made that very clear," Schultz said. "Without additional revenue, how will we fund a secondary system of education in South Dakota without significantly impacting potentially cities, counties, schools?" Yankton's school board discussed a lack of transparency. Members said no accountability is a cause for concern. "Public school parents and grandparents and community members, in the Yankton School District, you need to take a stand on this and protect your children's education," Yankton superintendent Wayne Kindle said. Pierre school board members also discussed and passed the resolution to oppose HB1020 Monday night.
