The Baltimore Office of Promotion & The Arts is working to rebuild the membership of its board of directors following a mass exodus two months ago.BOPA announced two new board members were approved during the board’s meeting Thursday.The new members include Janeen Simon, the owner of downtown’s Blk Swan restaurant and the Self.ish Beauty spa in Pikesville; and Scott Tucker, founder and creative director of RAUNJIBA Design & Construction.In addition to Simon and Tucker, the board also comprises JRM Consultancy CEO Robyn Murphy as interim board chair; Stand Up Baltimore founder Derrick Chase as a board member; and Tonya Miller Hall, Senior Advisor of Arts and Culture in the Mayor’s Office, also as a board member. The board oversees stewardship, fiduciary, and ambassadorial duties for BOPA. It also reviews the organization’s governance structure and function, and provides recommendations to update and improve BOPA’s bylaws.BOPA is preparing to put on the annual Martin Luther King Jr. Parade on Monday, the organization’s final event under its now-terminated contract with the city. The parade was one of many points of contention between Mayor Brandon Scott and BOPA’s former CEO Donna Drew Sawyer. Sawyer resigned in January 2023, after Scott said he had lost confidence in her leadership amid BOPA’s plans to not hold the parade – among other issues with the organization. Ultimately, the parade was held that year after all.The relationship between BOPA and the city improved under the leadership of interim CEO Todd Yuhanick and, later, under CEO Rachel Graham. But as BOPA continued to face financial difficulties, the city decided to end its contract with the organization.The announcement of Simon and Tucker’s approval as board members comes about two months after half of BOPA’s board resigned, the board parted ways with now-former CEO Rachel Graham, and the board named JRM Consultancy CEO Robyn Murphy to serve as interim chair and CEO. Immediately after the November board meeting in which the body announced it was naming Murphy as interim leader, two other board members resigned.As BOPA’s time as the city’s official events producer comes to an end, the organization will look to other ways of engaging and supporting Baltimore artists.In this new chapter, BOPA will retain its designation as Baltimore’s arts council and has named agency veteran Lou Joseph as director of the arts council.BOPA also announced Thursday that the Baltimore World Trade Center’s Top of the World observation level will cease operations as an open-to-the-public observation deck in May. BOPA has overseen the observation level since 2005.
