Victim sues Isle of Palms, police department for negligence after senior skip day shooting

CHARLESTON, S.C. (WCBD) – A woman who claims she was shot five times and suffered numerous injuries from a violent "Senior Skip Day" shooting on the Isle of Palms in 2023 is suing the city and its police department for negligence.
Julia Dehn claims the City of Isle of Palms and the Isle of Palms Police Department knew long before the "Senior Skip Day" on Apr. 7, 2023, that students were planning to gather in large groups on the beach as they were warned by concerned parents, residents, and social media.
The filing provides screenshots of correspondence indicating officials were aware of the skip-day plans.
Dehn and four teenagers were injured when accused shooter Davion Bobby Del'Shawn Singleton opened fire on the beach that afternoon.
Isle of Palms officers were making an arrest for a physical disturbance that happened under a private pier on the beach when they heard the shots.
Chaos ensued, and the shooting sent large crowds running in all directions to get away from the scene.
Despite knowing the plans, the city and police department failed to provide enough personnel to deal with the planned event, attorneys for Dehn argue. Fights broke out, teens were drinking alcohol and consuming drugs, and police were aware of this yet did not control the situation, the suit states.
The victim was spending the day at the beach with her two young children when shots rang out.
"As Singleton discharged his weapon onto the crowded beach, the Plaintiff [Dehn] was clutching onto her small baby boy in one arm and gripping her toddler's hand with the other," the filing explains.
Dehn was struck several times by the bullets and sustained injuries to her spleen, left flank, left upper quadrant, stomach, pancreas, and left arm, according to the suit. As a result, Dehn has suffered both physically and mentally since that day.
She alleges that her injuries were a direct result of the city and police department's negligence, including failing to supervise and control the individuals participating in skip day, failing to have appropriate safety protocols in place or follow them, and failing to protect and warn her of the situation.
In response, the Isle of Palms Police Department said: "The City of Isle of Palms and its police force are committed to providing a safe environment for all who live, work, and visit the island. Our officers showed extreme heroism and valor in a chaotic and dangerous situation. The quick response from law enforcement ensured no lives were lost during this tragic incident. The city denies the allegations and plans to vigorously defend this lawsuit."
