Pair facing list of felony charges following chop shop bust in Fox Meadows

MEMPHIS, Tenn. -- A woman was taken into custody after the discovery of what police are calling a long-time chop shop. The alleged mechanic, who is now also behind bars, claims he was unaware of the illegal operation.
Several stolen cars valued between $6,000 and $84,000 were recovered from an alleged chop shop on Monday. Police say the seven cars were reported stolen between June 2018 and March 2024.
A tip regarding a Toyota 4Runner reported stolen in March of last year led police to 5406 Fox Plaza, where officers spoke with Marcos Maquina who claimed to be a mechanic at the location.
Detectives searched the property for the stolen 4Runner but found numerous signs of a chop shop operation, including stripped vehicle parts and vehicles in differing stages of disrepair, reports say.
The 4Runner was located. Marquina and another person on the property were detained.

According to an affidavit, Marquina, who does not speak English, advised police that he had been working at the shop for a year and a half, and "[the owner] simply tells him what to do and he does it." He said the owner hired him "because he's Hispanic and doesn't ask questions."
He allegedly did not know that the cars were stolen and thought the vehicles the owner kept hidden "were just fancy cars he wanted to keep from getting stolen."
Marquina also told police that the 4Runner was brought to the lot by a wrecker about 6 months ago and the owner told him to take the wheels off it and put them on a different car on the lot. The owner allegedly informed Marquina he wanted to get rid of the 4Runner, so he told Marquina to sell it for parts.
The 4Runner was then posted for sale online.
A search warrant was executed on the property, where detectives recovered seven vehicles that had been reported stolen.
Reports say Charlotte Tunstall spoke with detectives on the scene, informing them that she was the co-owner of the property and runs the business with her brother.

Tunstall claimed the business was legitimate and all of the vehicles were purchased at auction, but police say she gave officers fraudulent paperwork on one of the cars.
She allegedly admitted to detectives that she helps her brother out with the paperwork side of the business. Reports say she "expressed knowledge of the presence of several of the stolen vehicles," and claimed that they belonged to friends and family members.
The MPD says Tunstall "gave conflicting statements when confronted with inconsistencies regarding the names on the titles for the vehicles, stating she didn't know who several of the people were whose names were on the titles."
Tunstall was charged with three counts of Altering/Changing Motor Vehicle Serial Number, Altering/Falsifying Auto Title/Plates, Violation of Chop Shop Law, seven counts of Theft of Property, and six counts of Vandalism. Her bond was set at $350,000.

Marquina was also charged with four counts of vandalism, four counts of Theft of Property, Violation of Chop Shop Law, and two counts of Altering/Changing Motor Vehicle Serial Number. He is being held on a $75,000 bond.
According to the Shelby County Criminal Justice System Portal, the alleged owner of the shop has not been taken into custody. We will provide updates as information becomes available.
