BISMARCK, ND (KXNET) — A bill aimed at addressing challenges faced by ambulance services in North Dakota’s rural areas is one step closer to becoming law. The Senate Human Services Committee voted 5-1 to recommend the passage of Senate Bill 2033, which proposes creating a distressed ambulance service program. The bill now heads to the Senate Appropriations Committee for further consideration. If passed, the bill would allow the Department of Health and Human Services (HHS) to designate an ambulance service as “distressed” if it fails to meet state or federal laws, is unable to respond to emergency calls, or plans to shut down. Designated services would be required to work with HHS and local officials to develop a corrective action plan to ensure compliance and maintain operations. Health officials believe the program could help prevent sudden closures of ambulance services, which are critical in rural communities. Bismarck school board approves new bus system for 2025-2026 “If Senate Bill 2033 doesn’t pass, we’re really in the same position we’re in today," North Dakota EMS Association Chairman Adam Parker said. "When an ambulance service is failing, there’s no clear path to help them become compliant. This bill allows the department to work with services early on to find solutions before they reach a breaking point.” The Chairman added that the goal is not to penalize ambulance services but to provide resources and support to keep them running. Public support for ambulance services remains strong, with many North Dakota communities voting to fund operations through local taxes. “Nobody likes paying taxes, but people understand that without them, they might not have an ambulance,” Parker said.
