New Jersey is still smarting over the new $9 congestion toll. In his annual policy address Tuesday, Gov. Phil Murphy took a swipe at moochers Gov. Kathy Hochul and New York for socking his Garden State motorists with a new fee to enter Manhattan south of 60th Street.
