CHESTERFIELD COUNTY, Va. (WRIC) -- A public hearing will be held by the Chesterfield County Board of Supervisors in late January to discuss potential updates to leash requirements for dogs throughout the county. According to officials, the public hearing will be held on Jan. 22 and will discuss a proposed change that aims to clarify the language that already exists around the control of animals. The proposal will add a requirement stating that dogs should "always be connected to their owner/custodian by a physical leash while on county-owned property." The only exception will be if the area is designated for dogs to exercise or otherwise be off-leash. The updates will not apply to several different groups of dogs, listed by the county as follows: K-9 working dogs Search and rescue dogs Dogs that are engaged with the owner in lawful hunting, training for hunting or field trial seasons authorized by the Virginia Department of Wildlife Resources The dog must be wearing a collar with a tag that shows their owner's name, address and telephone number This amendment comes after "repeated feedback" was received from citizens about control of animals, specifically at county parks, as stated by Lt. Carrie Jones, animal services manager for the Chesterfield County Police Department. Court document reveals former Henrico Doctors’ Hospital NICU nurse seen allegedly placing pressure, weight onto baby’s legs The Code of Chesterfield, Section 4-23, states that authorized personnel are allowed to catch dogs that are "running at large" and take them to the county's animal shelter. The language of the amendment will also attempt to more clearly define the requirements of dog owners in the event of animal services officers responding or issuing a running at large summons. Business meetings held by the Board of Supervisors begin at 6 p.m. in the county's Public Meeting Room located at 10001 Iron Bridge Road. Those who want to comment on the proposed amendments to the ordinance can attend the public hearing, which usually takes place in the later half of meetings. Although the agenda for the Jan. 22 meeting has not yet been posted, once it is available, it can be viewed at this link. Prior registration is not required for those who want to speak.
