AUSTIN (KXAN) -- Gov. Greg Abbott announced on Monday he will order flags outside all state buildings to be at full staff on Jan. 20 in honor of Inauguration Day, according to a news release from the governor's office. He cited a federal statute that states the U.S. flag should be displayed on certain holidays, which includes Inauguration Day. When it comes to the order of the U.S. flag and Texas flag, guidelines for the U.S. flag must be at the top. So, if the Texas flags move up, so must the U.S. flag. How long will flags fly at half-staff for Jimmy Carter? The flags were lowered due to the death of former President Jimmy Carter. The Department of Veteran's Affairs said flags should remain at least half staff for 30 days when a president dies. Carter died on Dec. 29, which would make it eight days early. "Texas continues to mourn with our fellow Americans across the country over the passing of former President Jimmy Carter,” Abbott said in the release.. “President Carter’s steadfast leadership left a lasting legacy that will be felt for generations to come, which together as a nation we honor by displaying flags at half-staff for 30 days." He went on to say the nation will continue celebrating the democratic tradition of transferring power by inaugurating Donald Trump as the 47th president of the United States. Trump said Monday he was frustrated with the flag flying at half-staff on Inauguration Day, according to The Associated Press. "While we honor the service of a former President, we must also celebrate the service of an incoming President and the bright future ahead for the United States of America," Abbott said. The United States Code states the U.S. flag should be lowered for a president's death and is displayed on holidays. However, it does not outline which day takes precedence.
