RICHMOND, Va. (WRIC) -- The Virginia Department of Transportation (VDOT) warned Richmond residents Sunday that a potential refreeze could happen overnight into Monday morning. VDOT's Richmond District posted on social media to warn Monday morning commuters that a refreeze could happen and affect Richmond roadways. A refreeze can happen when snow melts during the day, leaving wet roadways to turn back to ice as temperatures drop overnight.
