RICHMOND, Va. (WRIC) -- The City of Richmond Department of Public Utilities has confirmed reports of a water main break on Leigh Street on Saturday. This comes after the City of Richmond issued a warning that water main breaks will most likely increase as water returns to residences and the temperatures drop below freezing.
