AUGUSTA COUNTY, Va. (WRIC) -- An Augusta County man and former business owner pleaded guilty on Tuesday to employment tax fraud after he cost the IRS about $3.1 million. According to court documents from the U.S. Department of Justice (DOJ), Richard E. Moore of Augusta County, pleaded guilty on Tuesday, Jan. 7, for not accounting for and paying employment taxes to the IRS. Moore was the executive vice president and part owner of Nexus Services, Inc., a company that provided bond securitization and immigration services to those detained by U.S. Immigration and Customs Enforcement (ICE). The DOJ said that Moore was the one in control of the business and financial affairs of Nexus Services -- which would make him responsible for withholding Social Security, Medicare, quarterly employment taxes and income taxes from employee wages and pay the funds to the IRS. For the quarters between the first quarter of 2015 and the first quarter of 2024, Moore withheld the tax funds, but did not pay them to the IRS or file the returns. According to the DOJ, that Moore caused the IRS a tax loss of approximately $3.1 million. The sentencing will be scheduled at a later date. According to the DOJ, he faces a maximum penalty of five years in prison for each count of failure to pay employment taxes. In addition, he will also be facing a period of supervised release, restitution and monetary penalties. A federal district court judge will decide any sentencing after consideration of the U.S. Sentencing Guidelines and other statutory factors.
