Henrico Doctors’ Hospital NICU license to operate on ‘conditional renewal’

HENRICO COUNTY, Va. (WRIC) -- The Virginia Department of Health has released a statement regarding its 2023 investigation into Henrico Doctors' Hospital's neonatal intensive care unit (NICU), in which the department said the hospital's license would operate on a "conditional renewal."
On Thursday, Jan. 9, The Virginia Department of Health released a statement on its 2023 investigation on Henrico Doctors' Hospital reviewing the unexplained broken bones of infants NICU.
As of Jan. 1, the department said it has placed the hospital's license to operate on a "conditional renewal," in which it will continue to not admit new patients into its NICU, it will continue following safety processes, and communicate with and be inspected by VDH licensing personnel.
The hospital stopped accepting admissions to its NICU on Dec. 26, 2024 after learning that several babies had "unexplainable fractures," including three in late November and December of 2024, and four others in the summer of 2023.
The department added in its statement that it began investigating babies' injuries in September of 2023, and while no specific cause was found, the hospital was then required to take additional action.
The VDH further said new security cameras would need to be installed, additional examinations of baby in the NICU would need to be conducted, staff throughout the unit would need safety training, head-to-toe assessments would need to be performed each day by a neonatologist and mandatory reporting training would be given in regard to suspected child abuse or neglect.
After the department also began investigating the three babies' injuries reported in December, the VDH said it launched an investigation to determine the cause of the injuries and implement an "enhanced" safety plan.

The Virginia Department of Health’s (VDH) Office of Licensure and Certification (OLC) conducted an investigation into unexplained fractures in babies in Henrico Doctors Hospital’s (HDH) Neonatal Intensive Care Unit (NICU) in September 2023. The investigation was initiated when HDH self-reported the fractures to VDH’s OLC. The OLC serves as the State Survey Agency for the Centers for Medicare and Medicaid Services (CMS).
While no specific cause of these fractures was identified during that investigation, Henrico Doctors’ was required to develop and implement a corrective action plan. The plan included installation of new security systems, additional daily examinations of NICU babies, unit-wide safety training, daily head to toe assessments performed by a neonatologist, and training for mandatory reporting of any suspected child abuse or neglect.
In December 2024, HDH reported additional fractures in the HDH NICU and VDH’s OLC immediately launched an investigation. VDH’s OLC has been working with the facility to determine the cause of the injuries, as well as to implement an enhanced safety plan. This safety plan included halting admissions of additional NICU babies beginning December 21, 2024. Additionally, as of January 1, 2025, VDH has placed the hospital’s license to operate on a conditional renewal whereby HDH will continue to halt admissions to its NICU, work with VDH to continue following established safety processes, and allow regular communication with and inspection by VDH licensing personnel.
