HONOLULU (KHON2) -- Hawaiian Electric will close its Shift and Save time-of-use (TOU) rates program to new enrollments as of February 1, 2025, after completing a one-year pilot. So far, about 14,000 residential and commercial customers have signed up for Shift and Save, a program developed in collaboration with the state Consumer Advocate, solar industry representatives, and the Public Utilities Commission (PUC). The PUC has yet to announce next steps for the program but is expected to provide guidance in 2025. Time-of-use rates offer a more flexible pricing structure than traditional flat-rate billing. Lane closures in Chinatown for film production on Sunday The Shift and Save program encourages customers to shift their energy use away from evening peak hours, when rates are higher, to the daytime when solar energy is plentiful and costs are lower. During this period, residential customers will see no more than a $10 increase in their bill compared to what it would have been under the old rate.
