FRESNO, Calif. (KSEE/KGPE) - The man who killed two people in an alleged DUI crash in Fresno Monday, had allegedly three times the legal limit of alcohol in his system at the time of the crash and will now be facing murder charges, the Fresno County District Attorney's Office announced Wednesday. Police say on Jan. 6 at 7:18 p.m. they received a call of a collision at the intersection of Belmont Avenue and Palm Avenue in Fresno. Whoever faked a letter from Madera County’s sheriff could face jail time According to police, the driver of the Ford Ranger pickup truck has been identified as 36-year-old Joal Lee Campbell of Fresno, who was allegedly traveling at a high rate of speed and ran a red light, crashing into another pickup. Police say the impact of the collision flipped the other pickup and the passenger and the driver, identified by the DA's office as 71-year-old Robert Castro Ruiz and 62-year-old Raymond Leigh Sandoval, died as a result of the collision. According to the DA's office, an investigation by the Fresno Police Department showed that Campbell was driving impaired and had three times the legal limit at the time of the crash. In addition, the DA's office says Campbell also had methamphetamine and THC in his system. The Felony Complaint filed in the Superior Court alleges that Joal Lee Campbell committed: Two counts of murder One count of driving under the influence of a combination of alcohol anddrugs causing great bodily injury One count of driving with a blood alcohol concentration over .08%causing great bodily injury One count of driving under the influence of alcohol causing great bodilyinjury One count of driving with a suspended license One count of failure to stop at a red light The DA's office says at the time of the collision Campbell was previously convicted of an alcohol-related offense in 2010, when he was convicted of reckless driving involving alcohol, commonly referred to as a “wet reckless.” At the time of the collision, he was also wanted for a violation of driving under the influence of drugs from an arrest in December of 2021, according to the DA. The DA's office also says it is alleged that Campbell was previously convicted of a residential burglary in 2014, which constitutes a “strike” offense under California’s Three Strikes Law Campbell was arrested by officers of the Fresno Police Department and remains in custody. If convicted, he faces a maximum sentence of 10 years plus 60 years to life in state prison.
