Former Quincy official arrested in connection with embezzling funds from city

QUINCY, Mass. (WWLP) - The former director of elder services for the city of Quincy was arrested on Wednesday and charged with embezzlement, having allegedly used the department's money for extravagant personal expenses such as a framed self-portrait and a music studio recording.
Sixty-year-old Thomas F. Clasby, Jr. of Fitchburg served as the Director of the Quincy Department of Elder Services between 1999 and April 2024. According to the indictment, Clasby allegedly began generating cash for personal purchases with the city's purchasing process in 2019.

Personal expenses listed in the indictment that Clasby allegedly arranged for the city to pay for included $2,236 to food vendors for 153 pounds of bourbon steak tips; $4,800 for a Toyota Prius; $8,950 to a music studio for Clasby to produce his own songs; and $1,658 for a signatured, lacquered, mounted, and framed portrait of himself.
Additional records within the indictment allege that Clasby paid his friend's New York consulting company $38,000, a business that never provided any goods or services to the city, but rather cashed the checks and delivered the money back to Clasby. Clasby was also said to have stolen the majority of receipts generated by Elder Services at the Kennedy Center in Quincy.
Clasby was charged with embezzlement, mail and wire fraud, and interstate transportation of stolen property.
